Scope of Services
From 2002 to 2004 we assisted the Victorian Department of Infrastructure, and the South-Eastern Integrated Transport Authority with preparing the Eastlink Freeway Business Case and with assessing the BOOT tender submissions. This work included noise monitoring, noise modelling, assistance in preparation of noise and vibration criteria and evaluation of costs and risks associated with a variety of scenarios.
Evaluation of the noise control approaches of the tenders submitted for the Eastlink Freeway included preparation of an independent preliminary noise model of the 40 km long freeway to allow accurate estimates of noise barrier quantities and to estimate the additional costs associated with the draft Victorian State Environment Protection Policy (SEPP) for road traffic noise.
This work had to be completed in three months requiring tight management of information flow and in-house resources. In order to achieve this timeline, noise modelling was undertaken by up to four consultants simultaneously, including consultants from our Sydney, Melbourne and Auckland offices.
